What is the Schedule?

"Portability" in the HCV program refers to the process through which the family can transfer or "port" their rental subsidy when they move to a location outside the jurisdiction of the public housing agency (PHA) that first gave them the voucher when they were selected for the program.
New families that do not live in the applied jurisdiction may not be able to port immediately; they may have to live in the jurisdiction of the initial PHA for a year before they can port.
- Initial PHAs -The PHA that first gave the voucher to the individual when they were selected for the program.
- Receiving PHAs- The agency that will administer assistance in the area to which the individual moves.
We will examine the process of portability, the role and duties of the initial PHA, the role and duties of the receiving PHA, the exchange of information, processing the HUD 50058 and the HUD 52665, trading and processing payments for port-ins and port-outs, Special processing of portability under VAWA, Reasonable Accommodation, FSS, VASH, etc. We will provide detail on when a PHA can deny portability, and HUD sanctions for failure to comply. This will be an in-depth training- all focused around the requirements of this complex process.
